Landlord Gas Safety Certificate: Everything You Need to Know

A Gas Safety Certificate — officially called a Gas Safety Record, and commonly known as a CP12 — is the document that confirms a Gas Safe registered engineer has inspected every gas appliance, flue and pipe in your rental property and found them safe to use.

The CP12 is issued after a gas safety check that typically takes 30–90 minutes depending on the number of appliances. It is a legal requirement for landlords, not a recommendation.

Under the Gas Safety (Installation and Use) Regulations 1998, every private landlord in England must:

• Have all gas appliances, flues and pipework checked for safety every **12 months** by a **Gas Safe registered engineer**
• Give a copy of the current Gas Safety Record to existing tenants within **28 days** of the inspection
• Give a copy to new tenants **before they move in**
• Keep records for at least **two years**

These are criminal law obligations — not civil compliance. The Health and Safety Executive (HSE) and local authorities can and do prosecute landlords who fail to comply.

Yes. The check is required if your property has a gas supply — even if the gas is capped, tenants say they don't use the hob, or the only appliance is a boiler the tenant controls. The pipework, meter and any connected appliances must all be inspected.

The only exception is if the gas supply has been formally disconnected at the mains by a Gas Safe engineer and the connection point sealed — in which case you'd have a disconnection certificate rather than a CP12.

The risks are serious and well-documented:

Criminal prosecution. Failure to carry out gas safety checks is a criminal offence. Landlords have been convicted and fined tens of thousands of pounds for breaches.

Voided insurance. The vast majority of landlord insurance policies require a valid, in-date gas safety certificate. Without one, a gas-related claim — fire, explosion, CO poisoning — will almost certainly be rejected.

Section 21 blocked. Under the Deregulation Act 2015, a landlord who has not provided their tenant with a valid Gas Safety Record cannot serve a Section 21 notice to end the tenancy. This means you cannot use the no-fault eviction route until compliance is restored.

Civil liability. In the event of a gas-related incident that injures a tenant, the absence of a current certificate significantly worsens your civil liability position.
